Based on the book of the same name, the film is set after civilization was destroyed by the "Sixty Minute War" a cataclysmic event that caused massive geo-devastation, from earthquakes to tidal waves and volcanoes. A Nomad leader named Nikola Quercus installed huge engines and wheels on London, and enabled it to basically consume other cities for food (resources). The technology rapidly spreads, and the world has evolved into what is known as "Municipal Darwinism". Even after the earth stabilizes, these machines are still rolling along, because capitalism.
